Confidential Summary of correspondence between the Governor of
Hong Kong and the Canton Government.
On the 10 June the Governor reported by telegram
that he had received on the 5 June a letter in the
following terms from Eugene Chen, the new Minister
for Foreign Affairs at Canton;-
"The Canton Government is prepared to open negot- iations with your Government regarding the Canton-
Hong Kong strike and will appoint for the purpose
three delegates with plenipotentiary powers. The
Canton Government believes that your Government will
consider it advisable to follow a like course and
for the purpose of negotiations appoint an equal
number of delegates with similar powers.17
This letter was received through H.K.Consul General
at Canton and the Governor sought authority to reply
to the Consul General in the following words; -
"I have the honour to acknowledge the receipt of
your despatch forwarding a letter addressed to me on
June 5 by Mr. Chen Yujen, Acting Minister for Foreign
Affairs, Canton. In reply to the latter I shall be
obliged if you will kindly inform Mr. Chen Yujen that
the strike in Hong Kong has long been a thing of the
past but that I have appointed the Honourable Er, J.
H.Kemp and the Honourable Mr.E.R.Hallifax as repres-
entatives of the Hong Kong Government to negotiate
with the official representatives of the Canton Govt.
a settlement of the anti-British boycott and that I
should be glad to learn when negotiations can be comm-
enced. I have only appointed two delegates as His
Majesty's Minister at Peking has authorised you to be
a member of the delegation."✓
After consultation with the Foreign Office a telegram
was sent to the Governor on the 11 June via Peking (in
